       On March 28th, Haikou Meilan Airport Customs, under the jurisdiction of Haikou Customs, accepted the first batch of cross-border e-commerce "9610" imported goods, marking the official opening of the cross-border e-commerce "9610" import business at Hainan Port. This batch of goods was shipped from Abu Dhabi, United Arab Emirates, mainly consisting of handicrafts, daily necessities, etc. This is the first time that Hainan has opened up a cross-border e-commerce trade market with the UAE.

       The full name of cross-border e-commerce "9610" import business is cross-border e-commerce direct purchase import (9610 model) business, which refers to consumers (subscribers) purchasing goods on cross-border e-commerce platforms, packaging them abroad, and transporting them to domestic customs supervision sites through international logistics. Cross border e-commerce enterprises or their agents declare to customs, and after customs clearance, they are delivered to consumers.

       To ensure the smooth operation of this business, the customs has customized a "service package" in advance, providing advanced services to guide the construction and acceptance of customs supervision sites, exploring a new regulatory model of "two in one" cross-border e-commerce and international express delivery, and providing integrated customs clearance services such as customs declaration, document review, inspection, and release.

      Gu Zhencheng, Deputy Director of Customs at Haikou Meilan Airport, stated that the customs has "one-on-one" rapid integration with enterprises to break through data push bottlenecks, solve multiple problems such as collision of three orders, system debugging, and data calculation, and provide detailed guarantees for the smooth entry of goods. In response to the strong timeliness of cross-border e-commerce packages, the customs also optimizes internal processes to achieve a one-stop cross-border package clearance process, promoting real-time inspection and release of controlled packages, achieving "zero waiting" customs clearance for imported packages, and creating a good business environment at multiple levels in all aspects.
