       Recently, various regions have released their 2023 foreign trade import and export performance reports. The reporter found that while Guangdong, Jiangsu, Zhejiang, Shanghai, Beijing and other regions continue to maintain their market share advantages, they also present many highlights in their structure. For example, Guangdong's cross-border e-commerce growth rate ranks first, Jiangsu's "new three samples" (electric passenger vehicles, lithium-ion batteries, solar cell products) remain leading, and Zhejiang's private enterprises have made new breakthroughs in their export share. It is worth noting that many regions have begun to deploy and strive to better leverage the advantages of major foreign trade provinces in 2024, making greater contributions to ensuring stability and improving the quality of national foreign trade.

      In 2023, Guangdong's foreign trade import and export amounted to RMB 8.30 trillion, firmly ranking as the largest province in China's foreign trade; Jiangsu's import and export volume is 5.25 trillion yuan, continuing to rank second in the country; Zhejiang's import and export amounted to 4.90 trillion yuan, with its contribution to foreign trade growth ranking first in the country; Shanghai's import and export reached a historic high of 4.21 trillion yuan; The import and export of Beijing region reached 3.65 trillion yuan, exceeding 3 trillion yuan for three consecutive years... The data on each "report card" has become a strong support for the stability and improvement of China's foreign trade.

      And these major foreign trade provinces have made early efforts in policy, striving to cultivate more export advantages. Among them, strengthening the "new three types", cultivating independent brands, and developing cross-border e-commerce have become the focus of the layout.

     Taking Jiangsu, the province with the largest export volume of "New Three Samples", as an example, according to Nanjing Customs statistics, in 2023, Jiangsu's export volume of "New Three Samples" reached 19.9 billion yuan, ranking first in the country. In this year's government work report, Jiangsu proposed to implement the central government's requirement of "a major economic province should truly shoulder the burden", and in terms of exports, make good use of policy tools such as export credit insurance and "Su Trade Loans", and vigorously support the export of high value-added, green, and low-carbon products such as "New Three Samples" and liquefied natural gas powered ships. The relevant local departments have already deployed implementation measures. Nanjing Customs has stated that it will focus on the development of the "new three types" industry, conduct research on enterprise import and export trade, logistics plans, etc., and continue to smooth the "new three types" overseas channels.

      Looking at Zhejiang, a major province of private economy, according to statistics from Hangzhou Customs, in 2023, there were 102000 private enterprises in Zhejiang with import and export performance, breaking through the 100000 mark and achieving import and export of 3.93 trillion yuan, accounting for over 80% of the province's foreign trade for the first time. More and more private enterprises are increasing their efforts in technological innovation and brand building, and the proportion of Zhejiang's independent brand product exports has increased for five consecutive years.

     The reporter learned from departments such as the Department of Commerce of Zhejiang Province and Hangzhou Customs that in 2024, in response to external uncertainties, Zhejiang will strive to make more contributions to the overall situation of the province and the country. In terms of specific measures, we will accelerate brand upgrading, conduct evaluations and re evaluations of "Zhejiang Export Famous Brands", strive to reach more than 1000, and launch a new round of "Thousand Groups and Ten Thousand Enterprises Expanding the Market and Increasing Orders" action. Among them, Yiwu plans to organize more than 25 overseas exhibition groups and more than 2000 enterprises throughout the year, while deeply promoting the Yiwu market brand overseas action, and striving to build two networks of "global marketing+global integration".

     In Guangdong, the largest province in foreign trade, cross-border e-commerce imports and exports exceeded 800 billion yuan in 2023, accounting for over one-third of the country's total. In 2024, Guangdong proposed new goals to develop the "cross-border e-commerce+industrial belt" model, strengthen overseas warehouse layout, and strive to break through the trillion yuan import and export scale of cross-border e-commerce.

     Beijing will actively layout the industrial chain of key components such as motors, batteries, electronic control, and automotive grade chips, improve the development level of the automotive industry cluster, and encourage and support the export of automobiles to be included in the key task list of the 2024 municipal government work report. According to statistics from Beijing Customs, the export of automotive industry, instruments, and equipment products in the Beijing area increased significantly in 2023.

     These driving forces are also important driving forces for the development of foreign trade. From a national perspective, in 2023, China's exports of "new three types" products exceeded the trillion yuan mark for the first time, with a growth rate of 29.9%; The total import and export of private enterprises increased by 6.3%, with an enhanced main role; Cross border e-commerce has become a new force in global trade, with China's cross-border e-commerce imports and exports reaching 2.38 trillion yuan, an increase of 15.6%... The industry believes that major foreign trade provinces are closely following the new development trend, from developing advantageous industries such as the "new three types", to supporting private enterprise exports, and then continuously strengthening new formats such as cross-border e-commerce, and making full efforts to cultivate new competitive advantages in China's foreign trade.

     During an interview with reporters, Zhang Xiaotao, Dean of the School of International Economics and Trade at Central University of Finance and Economics, analyzed that due to differences in regional endowments, industrial structures, development paths, and business environments, the advantages, potential, high-quality development needs, and pain points of foreign trade are also different. Therefore, each province should plan and deploy early according to local conditions, especially for major foreign trade provinces, which play a driving role and have a significant effect on promoting high-quality development of foreign trade.

     Zhang Xiaotao pointed out that from a vertical perspective, various regions should deepen departmental cooperation by combining existing fiscal policies, monetary policies, and customs facilitation measures; Horizontally, strengthening regional linkage promotes the development of regional outward oriented economy.
