       On April 13th, the Ministry of Commerce issued the "Notice on Implementing the Action Plan to Enhance Digital Consumption" (hereinafter referred to as the "Notice"), which proposed to enrich the supply of digital consumption, stimulate the potential of digital consumption, optimize digital consumption carriers, enrich digital consumption formats, and emphasize meeting diversified needs through domestic and foreign trade linkage.

       In response, Wang Pengfei, Deputy Director of the Department of E-commerce and Information Technology of the Ministry of Commerce, recently stated at the 4th China International Consumer Goods Expo that the development of digital consumption has four functions: firstly, integrating online and offline, goods and services, and material and spiritual consumption through digital technology, better meeting the quality, personalization, and diversification needs of consumers; The second is to empower scenario and model innovation through data elements, stimulate new demands, leverage new functions, and accumulate momentum for the development of new quality productivity; The third is to integrate financial, logistics and other resources through the digital supply chain, achieve efficient linkage between upstream and downstream industries, and accelerate the digital transformation of traditional industries; The fourth is to connect domestic and foreign markets through online platforms, facilitate the online circulation channels of high-quality products, and promote the integrated development of domestic and foreign trade.

       The notice points out that cultivating and expanding new types of consumption requires enriching the supply of digital consumption. One is to cultivate digital consumer brand enterprises. Guide various entities such as e-commerce platforms, service institutions, and industry organizations to gather public service resources such as technology, marketing, training, credit, and finance, empowering the digital development of small and medium-sized enterprises and startups; Cultivate a group of digital consumption leading enterprises and guide brand enterprises to establish a digital collaborative closed loop. The second is to solidify the foundation of the digital consumption industry. To leverage the advantages of e-commerce industry clustering in various regions and drive a group of traditional industrial belts to undergo digital transformation; Strengthen production collaboration and resource sharing through cooperation models such as "interconnected enclaves" and "partner parks"; Cultivate chain oriented platform enterprises, integrate financial, logistics, consulting and other service resources, empower regional characteristic industries such as textile and clothing, beauty toys, furniture and home furnishings, and agricultural products, and provide industrial support for high-quality supply of digital products; Encourage e-commerce platforms to actively carry out market-oriented trade in, link multiple entities, drive upstream and downstream industries, smooth the recycling system, and enhance the green development level of the digital consumption industry.

       Industry insiders believe that promoting digital consumption is a comprehensive and diversified process. Professor Fan Mingzhi from the Data Rule of Law Research Institute of China University of Political Science and Law believes that the impact of digitization on consumer upgrading cannot be limited to the upgrading of consumer products, but more importantly, it promotes consumption methods and rules. With the rise of e-commerce and online shopping, China has introduced relevant regulations.

       Yu Fengxia, Director of the Sharing Economy Department of the Informatization and Industrial Development Department of the National Information Center, stated that from the supply side, with the development of the digital economy, personalized and diversified consumer demands have more possibilities to be met; From the demand side, the main contradiction in society has become the contradiction between people's demand for a better life and the imbalance and insufficiency of development. Digitization has made the consumption environment more beautiful, and the rules of consumption systems are gradually improving. Additionally, the social credit system is becoming more and more perfect with the development of the digital economy.

       The notice specifies the need to meet diversified needs through domestic and foreign trade linkage. For example, we should encourage international consumer center cities to expand the import of high-quality digital products and services internationally; Support various regions to leverage their geographical advantages and collaborate with various e-commerce platforms to promote "Silk Road Cloud Products" to partner countries such as Central Asia, ASEAN, and Africa through the launch of national pavilions and themed promotions; Guide e-commerce platforms to leverage the advantages of big data, enrich the supply of digital products such as self satisfaction, aging friendly, health and wellness, as well as digital services such as self-improvement and intergenerational education.

       Wang Pengfei pointed out that in the next step, the Ministry of Commerce and other major departments will focus on the following aspects: first, strengthening horizontal and vertical coordination, and strengthening the scheduling of major issues, policies, and projects in the development of digital consumption; Secondly, based on regional endowments and resource advantages, actively explore in improving infrastructure, promoting the integration of data and reality, and protecting consumer rights, to form distinctive local landmark achievements; The third is to adhere to a problem oriented and result oriented approach, continuously follow up on research and develop digital consumption innovation practice cases, promote typical experiences and innovative formats, and jointly create a good development environment.
